As one of the epicenters of resistance movement since 2021, conflict-related displacement is the highest nationally: an estimated 1,251,900 people (about 35% of the country’s total IDP population) were displaced from Sagaing as of 28 July 2025. Sagaing Region is one of the most socio-economically fragile in Myanmar as over 40% of households reported a decline in income in 2023, often due to job losses, market closures, or destroyed assets. Only 35% of the population reports access to the internet (lowest nationally). The region also suffers from frequent internet shutdowns and power cuts (UNDP, Mar 2025).

These challenges have been compounded by the devastating 28 March 2025 earthquakes with epicentres near Mandalay and Sagaing.
